AI Passports: A Foundational Framework for AI Accountability and Governance.

The future of AI is not just about intelligence. It's about integrity. Implementing a digital ID and passport system is a critical step toward building a secure, trustworthy, and responsible AI-driven world. My experience in digital identity and fintech has shown me that the foundation already exists.

In a series of articles I will write in the following months, we'll begin to blueprint the technology behind this concept. We'll dive into the data models, specific cryptographic standards, and digital identity architectures that can power a verifiable, secure, and truly scalable AI Passport system. We'll get into the how and the who of building a new layer of trust for the AI economy.

Imagine this. You're traveling to a new country and, at every single checkpoint, you can't just show your passport. Instead, you had to call your family back home to vouch for you: Yes, this is my child, and they are allowed to go to France. The process would be frustrating, slow, insecure, and ultimately unscalable. Yet, this is precisely the reality we face with AI agents today. For every new platform (if they are even able to interact on other platforms), there is a new ad-hoc trust dance. It's slow, insecure, impossible to scale, and opens the door for bad actors.

AI Passports fix this. An AI passport is a small card that travels with an AI Agent, saying who it belongs to, what it’s allowed to do, where it can operate, and who to contact if something goes wrong. In technical terms, it's a digital credential that instantly and cryptographically proves an agent's identity and permissions, allowing it to seamlessly and securely 'cross borders' between different applications and platforms.

In this article, I'll outline how we can build an Identity and Passport (like a passport) for AI that protects AI agents from humans, themselves, and helps them become more useful to the world. I will conduct a deep dive into how ID verifications and KYC (know your customer) work in Banks and Fintechs, and how the same concept can be applied and will be required for AI agents in the near future.

If an AI agent or a bot can act on your behalf, it should carry a passport: who it works for, what it’s allowed to do, where, and how to reach its owner if it misbehaves. Humans have unique features that make us inherently human: the way we smile, our fingerprints, our facial features, our voices, and so many other identifiers. Similarly, as AI agents evolve and become smarter, they will take on features and evolve to be smarter and more capable.

Today's AI is powerful, but its rapid adoption raises AI ethics and accountability concerns. As AI agents gain autonomy, we need a way to verify who they are, what they can do, and who is responsible for their actions. This is no longer a theoretical problem; it’s an urgent operational and ethical challenge.

The Problem: Lack of AI Accountability

  • Trust and Verification: There is no way to know if an AI is who it claims to be.
  • Liability and Regulation: It's complicated to determine who is legally responsible when an AI agent makes a mistake or causes harm.
  • Security: Systems and processing for preventing bad actors from creating deepfake AI agents for malicious purposes are harder to build

A Foundational Framework: Adapting Financial Identity Principles for AI Accountability

My experience in digital identity and fintech provides a blueprint for a solution. We can use existing, robust frameworks and proven identity patterns from finance (simple, portable credentials with strong permissions) to build the necessary infrastructure for AI passports: Identity for AI agents.

Know Your Bot (KYB) - Who owns it, why it exists

Adapting Know Your Business principles to verify the origin, purpose, and ownership of an AI agent. This includes validating the development team, the underlying model, and its intended function.

Just as with human customers, we must verify the identity of the person or organization that created and launched the AI agent. This links the digital identity of the bot back to a real-world entity for accountability.

What’s an “AI passport”?

An AI passport would be more than just a name; it would be a verifiable, portable digital credential.

  • A small bundle of facts that travels with the Bot (AI Agent):
    • Attributes: Includes the agent's unique ID, creator, purpose, and a list of authorized skills (e.g., "authorized to access bank APIs," "cannot write code") and its signature.
      • Who’s responsible? (person/team/company)
      • What can it do? (clear, measurable skills)
    • Permissions
      • Where can it operate? (countries/systems)
    • Revocation: Mechanisms for quickly and transparently revoking a passport if an AI agent is compromised or acts maliciously.

Model of an AI passport: Enabling AI Governance

Just like with Digital Identity for Humans, the Verifiable Credential Standard has a standard data model, and an AI passport can also have a standard data model, which unlocks opportunities for interoperability, portability, verifiability, and trust. The basic model of an AI passport is:

  • Owner: “Acme Inc., Customer Care Team.”
  • Role: “Tier-2 Support Bot.”
  • Permissions: “Read tickets, issue refunds up to $100, never see card numbers.”
  • Regions: “Canada + U.S. (NY, CA).”
  • Contact:security@acme.com.”
  • Receipts: “Every refund has a signed record.”
  • Status: “Active / Suspended / Revoked.”

This standardized model is crucial because it allows for universal machine-readable trust, regardless of the AI agent's underlying technology.

Should IDs be attached to agents or models?

A model is the engine; an agent is the driver that uses that engine to act. We license drivers, not engines. So we put identity on agents (who did what, under whose authority) and simply reference the model (version, safety notes, provenance). That keeps accountability clear while letting teams upgrade models without breaking trust.

Hence, IDs should be attached to AI agents, not models. The distinction is crucial for accountability. An AI model is a like an engine, a piece of software. It's the core component, but it doesn't do anything on its own. An AI agent, on the other hand, is the system that uses the model to perceive, reason, and act in the world. It's the driver with the purpose that drives the car and controls the engine. Since it's the agent that performs actions and makes decisions (and therefore can cause harm or provide a benefit), it is the entity that needs a verifiable identity and passport for accountability. Just as a car's VIN (Vehicle Identification Number) documents the car's components, but the driver's license identifies the person responsible for its operation, an AI model gets an attestation while the agent gets the passport.
